Description: This layer delineates areas which meets one or more of 3 of the 4 criteria listed in the Tree Solutions Now Act of 2021. Specifically, 1. A neighborhood that was, at any point in time, redlined or graded as “hazardous” by the Home Owners’ Loan Corporation; 2. A census tract with an average rate of unemployment for the most recent 24–month period for which data are available that exceeds the average rate of unemployment for the state; 3. A census tract with a median household income for the most recent 24–month period for which data are available that is equal to or less than 75% of the median household income for the state during that period.' Unemployment and income metrics for the State and by Census Tract were obtained from the US Census Bureau American Community Survey (2018-2022). HOLC neighborhoods graded as "hazardous" were identified using data from: Robert K. Nelson and Edward L. Ayers, accessed March 15, 2023, https://dsl.richmond.edu/panorama/redlining/
