Service Description:

These layers are used to identify census tracts which meet one or more of 3 of the 4 criteria listed in the Tree Solutions Now Act of 2021. Specifically,

1. A neighborhood that was, at any point in time, redlined or graded as “hazardous” by the Home Owners’ Loan Corporation;

2. A census tract with an average rate of unemployment for the most recent 24–month period for which data are available that exceeds the average rate of unemployment for the state (5.1% per 2018-2022 ACS data);

3. A census tract with a median household income for the most recent 24–month period for which data are available that is equal to or less than 75% of the median household income for the state (75% of State median income calculated as $73,845 using 2018-2022 ACS data).

Unemployment and income metrics for the State and by Census Tract were obtained from the US Census Bureau American Community Survey (2018-2022). HOLC neighborhoods graded as "hazardous" were identified using data from: Robert K. Nelson and Edward L. Ayers, accessed March 15, 2023, https://dsl.richmond.edu/panorama/redlining/
